The Environmental Impact Assessment (EIA) of Belene NPP, considering the possible technologies of the plant construction, was performed in the period 2003-2004 and the EIA report of the investment proposal for construction of Belene NPP was submitted to the Ministry of Environment and Water (MoEW) in March 2004.


Based on the review of the EIA report in the MoEW, the following conclusions were made:

  • with the realization of the project and during normal operation no significant impact on the components of the environment and the population in the region is expected, including in a cross-border aspect;

  • the Belene NPP site is suitable and has the necessary environmental potential for the construction of a nuclear power plant with a capacity of 2000 MW;

  • an area with developed infrastructure has been selected for the implementation of the project and surrounding areas will not be affected.
