The Environmental Impact Assessment (EIA) of Belene NPP, taking into account the possible technologies for the project, was performed in the period 2003-2004, and the EIA report of the investment proposal for construction of Belene NPP was submitted to the Ministry of Environment and Water in March 2004.

In the period April-September 2004, the EIA report was subject of public discussions in the cities of Belene, Pleven, Nikopol, Svishtov, Sofia and Turnu Magurele (Romania).
